In my experience, chihuahuas end up this way because of bad owners. A lot of people 1) don't train chihuahuas the way they would train other dogs (since they're so small and seemingly harmless) and 2) don't respect the chihuahua's boundaries. Lots of reaching down and grabbing them and swinging them around, which makes them really defensive whenever other people get near them. So you get these badly behaved little dogs who are constantly treating everyone around them as a threat.
Chihuahuas that are treated like regular dogs tend to be fairly nice. Usually still a little high strung, but not particularly aggressive or hateful.
